Block time is how often a chain adds a block, and so the shortest wait before a transaction is first recorded. It is not finality: a fast chain may still need several blocks, or a separate finality step, before a payment cannot be reversed.
The fastest blockchains by block time are Kaspa (0.1 s), Aptos (0.1 s), Solana (0.4 s). Bitcoin, for comparison, targets ten minutes.

Block times are each chain's target, curated per chain; for proof-of-work chains the observed time replaces a target that is more than twice off. Chains without a recorded block time are left out.
By block time, Kaspa at 0.1 s, then Aptos (0.1 s) and Solana (0.4 s).
No. Block time is how often a block is added; finality is when a transaction can no longer be reversed, which may take several blocks or a separate step.
